CARACAL and ICOMM Launch Cutting-Edge Small Arms Facility in India

CARACAL and ICOMM Launch Cutting-Edge Small Arms Facility in India
  • PublishedApril 27, 2025

In a significant move strengthening international defense collaboration, UAE’s leading small arms manufacturer CARACAL and India’s ICOMM Tele Ltd, a part of Megha Engineering & Infrastructures Ltd (MEIL), have jointly inaugurated a cutting-edge small arms manufacturing facility in Hyderabad, India. The partnership stands as a strong pillar in global defense cooperation, marking a key moment in the deepening industrial ties between India and the United Arab Emirates.

This new facility is the result of a licensing agreement signed between CARACAL and ICOMM, allowing for the localised production of CARACAL’s advanced range of firearms. Beyond manufacturing, this agreement lays the groundwork for the first-ever Transfer of Technology (ToT) for defense products from the UAE to India, a development that further strengthens the technological cooperation between the two nations.

Historic First: Technology Transfer from UAE to India

The Technology Transfer (ToT) agreement stands out as a historic achievement, marking the first time that a UAE-based defense entity has transferred its defense technology to India. This move symbolizes a bold step in building a shared future driven by innovation, trust, and mutual capabilities.

The ToT arrangement ensures that sophisticated small arms technology, previously limited to international markets, will now be manufactured domestically within India. It serves not only the interests of India’s national security but also empowers local industries by introducing globally benchmarked standards of manufacturing, design, and precision. This initiative is a testimony to how defense partnerships are evolving beyond traditional procurement, emphasizing self-reliance and technology empowerment.

Inside the New State-of-the-Art Facility in Hyderabad

The newly launched CARACAL-ICOMM manufacturing facility at ICOMM’s Integrated Engineering Facility in Hyderabad exemplifies innovation and global standards. Equipped with cutting-edge technologies, it will locally produce CARACAL’s advanced range of small arms, including the CAR 816 and CAR 817 rifles, CSR series sniper rifles, CMP9 submachine guns, and CARACAL EF and F GEN II combat pistols. Each firearm is crafted to meet diverse operational needs across calibers such as 5.56x45mm NATO, 7.62x51mm NATO, .338 Lapua Magnum, .308 Winchester, 12.7x99mm NATO, and 9x19mm.

Strategically positioned, the facility will serve India’s Armed Forces, Special Forces, CAPFs, State Police Forces, SPG, and CARACAL’s international markets. With its modern infrastructure and focus on precision engineering, the plant strengthens India’s defense self-reliance while expanding CARACAL’s global presence.

Advanced Firearms to Strengthen Indian and Global Defense Needs

The weapons manufactured at the facility represent a modern and highly capable arsenal that meets international standards. Each weapon system has been carefully designed to provide superior performance, reliability, and accuracy, tailored to various operational needs ranging from close-quarters battle to long-range sniping missions.

The production of these arms in India directly supports the modernization plans of India’s defense and security forces. Moreover, the facility is expected to become a major contributor to India’s export capabilities, supplying weapons to global markets where CARACAL’s systems have already earned international recognition.

In a further positive development, two Special Forces units in India have already successfully completed technical qualification trials with CARACAL’s weapons, reinforcing confidence in their operational suitability.

Supporting India’s ‘Make in India’ and ‘Aatmanirbhar Bharat’ Vision

This collaboration fully aligns with the Indian government’s ambitious ‘Make in India’ and ‘Aatmanirbhar Bharat’ initiatives, which aim to boost domestic manufacturing capabilities and reduce dependency on imports. The CARACAL-ICOMM partnership brings global technology directly to Indian soil, empowering the Indian defense manufacturing sector and nurturing a self-reliant defense ecosystem.

Sumanth Paturu, Managing Director of ICOMM Tele Ltd, emphasized the significance of this partnership by stating that this facility represents more than just production; it is about “making for India and for the world with precision, pride, and purpose.” His words reflect the larger narrative of creating a robust domestic defense industry capable of not only serving national needs but also emerging as a competitive player globally.

By ensuring that a significant portion of the value addition and manufacturing takes place within India, the initiative is expected to create new opportunities for employment, skills development, and technological advancement across the defense sector.

Leaders from both CARACAL and ICOMM shared a unified vision for this historic partnership.

Hamad Alameri, CEO of CARACAL, described the inauguration as a “milestone in supporting the Indian market and defense industry.” He highlighted how this facility reflects CARACAL’s strong commitment to the Make in India initiative and to fostering deeper industrial and technological collaboration between the UAE and India.

Alameri further acknowledged ICOMM’s manufacturing capabilities, describing the company as a “highly capable and reliable partner” and reaffirming CARACAL’s long-term commitment to supporting India’s defense modernization.

Similarly, Paturu’s remarks echoed the spirit of self-reliance, innovation, and service to the nation’s defense forces. His statement that the partnership is a “salute to every soldier” conveys the underlying sentiment of honor, dedication, and national pride driving the venture.

EDGE Group’s Role in Global Defense Technology Development

EDGE Group, the parent entity of CARACAL, plays a vital role in developing next-generation defense technologies on the global stage. Launched in 2019 in Abu Dhabi, EDGE has quickly risen to become one of the world’s leading advanced technology groups, focusing on disruptive innovation across sectors including defense, aerospace, and beyond.

EDGE’s efforts concentrate heavily on the adoption of Fourth Industrial Revolution (4IR) technologies such as autonomous systems, cyber-physical integration, smart materials, and robotics. The group’s approach of integrating cutting-edge technologies with practical defense applications allows it to create agile, efficient, and disruptive solutions for the future.

Through ventures like the CARACAL-ICOMM facility in Hyderabad, EDGE is not only expanding its global reach but also contributing to the development of sovereign capabilities in partner nations, helping them to achieve self-reliance in critical sectors.

Impact on India’s Defense Manufacturing and Global Exports

The launch of this facility is expected to have a long-lasting impact on India’s defense landscape. With international-quality weapons being manufactured locally, India is poised to reduce its reliance on foreign arms imports significantly.

Furthermore, the initiative strengthens India’s profile as an emerging global hub for defense production and exports. The facility’s production capacity will not be limited to domestic demands but will also cater to CARACAL’s global customers, thereby boosting India’s defense export potential.

As India’s defense industry continues to grow, collaborations such as this one will set examples for sustainable industrial partnerships, characterized by mutual growth, trust, and technological empowerment.

A New Era of Collaboration in Defense Innovation

The inauguration of the CARACAL-ICOMM small arms manufacturing facility in Hyderabad is more than just an industrial milestone; it represents a new era of international collaboration in defense innovation. The project embodies the shared aspirations of India and the UAE to build capabilities that are future-ready, self-reliant, and globally competitive.

By successfully executing the first-ever Transfer of Technology of defense products from the UAE to India, CARACAL and ICOMM have opened up new pathways for bilateral cooperation, industrial growth, and strategic partnership. As India continues its journey towards becoming a major player in the global defense sector, partnerships like these will be vital in shaping its future.

The facility stands as a proud symbol of precision, quality, and vision—where technology meets purpose, and ambition meets achievement.
