Dubai RTA, Terra Tech Launch Battery-Swapping Stations for E-Bikes

Dubai RTA, Terra Tech Launch Battery-Swapping Stations for E-Bikes
  • PublishedSeptember 17, 2025

Dubai’s Roads and Transport Authority (RTA) has announced a new partnership with Terra Tech Ltd, a MENA-based technology start-up. Together, they will build battery-swapping stations for electric bikes across key parts of the emirate. This first-of-its-kind project in the Middle East will change the way delivery companies operate. It will make fleets more eco-friendly, cut costs, and support Dubai’s sustainability goals.

Why This Project Matters for Dubai

Dubai is known worldwide for modern infrastructure, smart city solutions, and innovation in transport. With the growth of e-commerce and food delivery apps, the demand for faster and cheaper delivery has increased. At the same time, Dubai is working hard to reduce emissions and adopt clean energy.

The new battery-swapping project connects both goals. It gives delivery companies a smart and flexible way to power electric bikes. This helps them save money and reduce their carbon footprint. It also supports Dubai’s Commercial and Logistics Land Transport Strategy 2030, which aims to reduce carbon emissions by 30%.

What Is Battery-Swapping?

Battery-swapping is an alternative to charging. Instead of waiting for a battery to recharge, riders can replace it with a fully charged one. This takes only a few minutes.

For the delivery sector, this brings many benefits:

  • Less downtime: Riders do not have to wait hours for charging.
  • Lower costs: Companies save money on expensive charging equipment.
  • Better performance: Bikes last longer with swappable batteries.
  • Eco-friendly option: Fewer emissions help the environment.

By setting up battery-swapping stations across 36 locations, RTA and Terra Tech want to make delivery services faster, cheaper, and greener.

RTA’s Vision for Sustainable Transport

Ahmed Mahboob, CEO of RTA’s Licensing Agency, explained why this project is so important. He said it is part of Dubai’s wider strategy to support clean energy and sustainable transport.

He added that the collaboration will improve service quality for both businesses and residents. It will also reduce noise pollution in crowded areas and make daily life more comfortable.

“This initiative helps us develop new sustainable energy solutions,” Mahboob said. “It prepares Dubai to adopt future technologies that lower emissions, reduce noise, and improve services. We invite all delivery companies to use this initiative and join us in building a better future.”

Terra Tech’s Role in the Partnership

Terra Tech is a start-up that focuses on battery-swapping and micro-mobility solutions in the MENA region. The company has worked to design systems that fit delivery sector needs.

Husam Al Zammar, CEO of Terra, said he was proud to work with Dubai’s RTA. He praised Dubai for always being ahead in transport and infrastructure. He also said delivery plays a vital role in Dubai’s GDP, and electrifying it will make the economy stronger.

“We value RTA’s trust in our solution,” Al Zammar said. “We look forward to empowering the electric bike delivery ecosystem in Dubai. This project is proof that Dubai is ready for the future of mobility.”

How the Delivery Sector Will Benefit

Dubai’s delivery sector has grown quickly in the last ten years. Food delivery apps, online shopping, and same-day services have become part of everyday life. But this growth also brings challenges, such as more emissions and traffic.

Battery-swapping will help solve these problems. Companies will no longer worry about long charging times or high costs. Riders can continue deliveries without interruption. Small and large companies alike will benefit.

Benefits for delivery businesses include:

  • Reduced total cost of ownership
  • Faster operations and happier customers
  • Scalable solutions that grow with fleets
  • Better brand image as eco-friendly companies

This shows why delivery companies should adopt the system as soon as possible.

Part of Dubai’s Net Zero 2050 Plan

The UAE has set a national goal to reach net zero by 2050. Dubai is leading this mission with renewable energy projects, electric mobility plans, and smart infrastructure.

This battery-swapping project is a strong step toward that goal. It reduces delivery-related emissions and positions Dubai as a hub for clean technology in the Middle East.

Other global cities like Shanghai, Tokyo, and Singapore already use similar systems. By adopting battery-swapping now, Dubai becomes the first in the region to embrace this innovation.

36 New Infrastructure Locations Planned

RTA’s strategy includes setting up 36 locations across the emirate. These spots will be designed to make it easy for riders to swap batteries quickly. They will also support delivery businesses with other services.

This new infrastructure will remove one of the biggest barriers to adopting electric delivery bikes — lack of convenient charging. With this network, electric mobility becomes more practical and accessible.

A Positive Impact on Residents and the Environment

For residents, the benefits go beyond faster deliveries. Cleaner air and quieter streets will improve quality of life. For the environment, fewer emissions will help Dubai move closer to its climate goals.

This project also supports energy conservation and public health. It proves that sustainability and convenience can go hand in hand.

Dubai Setting the Regional Benchmark

Dubai has always been a leader in mobility innovation. With this project, it is once again setting the standard for the region. Other Middle East cities are likely to follow Dubai’s model in the future.

By combining government support, private sector expertise, and new technology, Dubai is showing how cities can grow while staying green.
