Dubai Municipality has stepped up its efforts to ensure that construction projects across the city meet the highest safety, quality, and sustainability standards. In the first half of 2025, the authority carried out more than 25,000 on-site inspections, marking a 36% increase compared to the same period in 2024. This rise in inspections shows how committed the city is to keeping up with rapid urban growth while making sure that all new developments are safe, eco-friendly, and built to last.

The inspections covered over 18,800 active construction sites spread across the emirate. Combined, these projects represent a built-up area of more than 36 million square metres — an 11% increase from the same time last year. This growth reflects the pace of Dubai’s property sector, which continues to attract local and international investors. The city’s world-class infrastructure, advanced urban planning, and clear building regulations make it one of the most appealing markets for real estate and construction investment.

Between January and June 2025, Dubai’s construction sector recorded a 96% compliance rate with building regulations. This figure is significant, as it shows that most developers are working in line with safety and quality requirements. The high level of compliance also reassures investors, as it confirms that projects are being delivered to international standards.

The first half of the year also saw a major jump in building completions. Dubai Municipality issued 1,669 building completion certificates, which is 30% more than the number issued during the same period in 2024. These included 1,484 villas, 74 multi-storey buildings, and 60 industrial facilities. Together, they add nearly two million square metres of new residential, commercial, and industrial space to the emirate. Such growth shows the balanced nature of Dubai’s development — with space being created for housing, business, and industry.

She noted that Dubai is more than just a rapidly growing city — it is a global model for urban development. Green Building and Sustainable Practices

A key part of Dubai Municipality’s work in 2025 has been its push for eco-friendly construction practices. The first six months of the year saw the use of more than 1.5 million cubic metres of green concrete, a material designed to reduce environmental impact while still delivering the strength and durability needed for modern buildings.

In addition to promoting green concrete, the municipality also oversaw the recycling of 16.4 million cubic metres of soil. This massive effort is equivalent to filling around 6,500 Olympic-sized swimming pools and is an example of how construction waste can be reused in an environmentally responsible way. By encouraging such sustainable practices, Dubai is showing that urban growth can go hand-in-hand with environmental care.

Supporting Local Homebuilders

Dubai Municipality has also taken steps to make the construction process easier for Emirati citizens who are building private villas. In the first half of 2025, the authority approved more than 1,126 free sand requests to support these projects. It also issued 4,222 permits for the transport and supply of sand to construction sites across the city. By providing such assistance, the municipality is helping to reduce costs for homeowners and ensuring that they have access to the materials they need.
