Sharjah Strengthens its Academic Vision Under Sheikh Sultan’s Leadership

In a major step to enhance the educational framework of the emirate, His Highness Dr Sheikh Sultan Bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, chaired the second meeting of the permanent executive committee of the Sharjah Council for Higher Education and Scientific Research (SCHESR). The meeting, held at University City, focused on improving university governance, academic strategy, scholarships, and infrastructure for higher education in Sharjah. This initiative reinforces Sharjah’s position as a leading academic hub in the region, with a deep commitment to knowledge-based development and global-standard education.

Focus on Academic Governance and Administrative Excellence

Sheikh Sultan began the session by welcoming committee members and stressing the long-term role of SCHESR in driving excellence across educational institutions. He highlighted the need to reform administrative structures, correct outdated governance models, and implement modern, strategic planning practices in Sharjah’s universities and academies. The committee reviewed several key agenda items, including the council’s operational report, new organisational frameworks, the formation of subcommittees, as well as the promotion and evaluation of academic staff. They also examined how to foster a stronger culture of research, innovation, and strategic academic leadership. These changes aim to bring Sharjah’s higher education institutions in line with international benchmarks while meeting the unique developmental needs of the emirate.

Enhancing Academic Programmes to Meet Market Demand

During the meeting, the committee evaluated the diversity of academic programmes offered at Sharjah’s institutions. Sheikh Sultan underlined the importance of ensuring that both core and specialised programmes align with the demands of the labour market and student interests. Admission conditions were also reviewed, with a renewed focus on streamlining access for talented students. Institutions are expected to provide career-relevant education, bridging the gap between academic achievement and job readiness. This alignment ensures that graduates are equipped with practical skills and theoretical knowledge tailored to the UAE’s economic future.

Approval of AED18 Million Budget and Council Branding

One of the most significant outcomes of the meeting was the approval of a preliminary budget of AED18 million for the remaining part of the academic year. This funding will support various academic programmes, research initiatives, and strategic development activities. In line with the council’s renewed vision, Sheikh Sultan also endorsed a refreshed logo for SCHESR and approved its new headquarters within University City. These updates represent a strong institutional identity and a modernised presence for the council at the heart of Sharjah’s academic district.

Comprehensive Reform of Scholarship Frameworks

A key focus of the meeting was the restructuring of scholarship policies to ensure fairness and inclusivity. Sheikh Sultan directed the SCHESR committee to fully oversee scholarship operations across all higher education institutions in the emirate, integrating governance standards and improving coordination between universities and scholarship funders from the public and private sectors. New standards for postgraduate scholarships were approved, bringing them in line with the existing criteria for bachelor’s degrees. The new structure categorises eligibility based on family income. Students from families with a monthly income below AED50,000 will be granted full scholarships. Those from families with higher incomes will receive a 50 percent tuition grant. Additionally, the Emiri Diwan will continue to fund full scholarships for children of imams and students with disabilities, ensuring continued support for priority social groups.

Special Discounts for High Achievers and Talented Students

Universities and academies in Sharjah will also offer discounts for students who demonstrate excellence in academics, research, sports, or creative achievements. This performance-based incentive system aims to foster a culture of innovation, discipline, and merit across institutions. By offering financial relief and recognition to high achievers, Sharjah ensures that talented individuals can pursue higher education without economic barriers. These initiatives reflect the emirate’s inclusive and forward-thinking approach to academic policy.

Participation of Leading Education Authorities

The meeting was attended by several key education leaders who play influential roles in shaping academic policy in Sharjah. Among the prominent participants were Dr Mansour Bin Nasar, Head of the Sharjah Government Legal Department and committee rapporteur; Dr Muhadditha Al Hashemi, Chairperson of the Sharjah Private Education Authority; Professor Hamid Majoul Al Nuaimi, Chancellor of the University of Sharjah and Director of the Sharjah Academy for Space Sciences and Astronomy; and Dr Mohammed Yousuf Baniyas, Adviser for Higher Education at the Sharjah Private Education Authority. Their collective insights and experience contribute to the council’s holistic approach to enhancing educational quality and administrative oversight in the emirate.

Appointment of New SCHESR Secretary-General

Separately, His Highness Sheikh Sultan issued an Emiri Decree involving the transfer and promotion of a key leadership role. Dr Aisha Mohammed Obeid Boukhater Al Shamsi, previously serving as Director of the Admissions and Registration Department at the University of Sharjah, has been appointed Secretary-General of the SCHESR. She has also been promoted to the rank of Director-General under the Special Jobs System in the Government of Sharjah. This appointment reflects the Ruler’s confidence in her capabilities to lead the council’s operations with distinction and dedication.

Sharjah’s Academic Foundations and Long-Term Vision

Sheikh Sultan also shared a historical perspective on the development of Sharjah’s higher education sector. He recalled the establishment of the University of Sharjah and the American University of Sharjah in 1997 as pivotal moments that began the emirate’s academic journey. He emphasized that science plays a vital role in shaping societies and individual lives, but also acknowledged that knowledge, when misapplied, can be harmful. As such, he stressed the need to build educational institutions on firm moral, strategic, and academic foundations. The Ruler of Sharjah continues to closely monitor all aspects of higher education, ensuring institutions remain focused on delivering world-class, ethically grounded curricula.

Sheikh Sultan highlighted how each university in Sharjah is built with expert guidance and follows high-quality academic curricula developed in collaboration with top international universities. This commitment ensures that local students receive a globally competitive education without leaving the emirate. Sharjah’s academic infrastructure is not just about buildings or budgets—it is deeply tied to values, governance, and a mission to produce knowledgeable, responsible graduates who will serve the community and contribute meaningfully to national development.
