Dubai’s Government Best Practices Series 2025: A Platform for Excellence
Coinciding with Public Service Day, the Government Best Practices Series 2025 concluded in Dubai after two impactful days of sessions, discussions, and knowledge sharing. Organised by the General Secretariat of The Executive Council of Dubai, this event brought together senior officials, experts, and thought leaders from across government sectors. The series served as a platform to highlight Dubai’s commitment to proactive governance, integration, and collaboration in designing services that address the evolving needs of its people.
The event reaffirmed Dubai’s position as a global model for government excellence, agility, and future-readiness. Sessions focused on the importance of sustained investment in talent development, technological innovation, and governance models that are aligned with national priorities. These themes reflect the vision of His Highness Sheikh Mohammed Bin Rashid Al Maktoum and the guidance of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai.
Advancing Government Excellence with Measurable Results
During the event, Dr. Hazza Khalfan Al Nuaimi, Assistant Secretary-General for the Excellence and Government Services Sector at The Executive Council of Dubai, shared the results of the 2024 assessment cycles for the Government Excellence Model and the Elite Model. His presentation revealed that 80 percent of government entities had shown improved performance compared to the previous assessment cycle.
These achievements were driven by key initiatives such as the Hamdan Bin Mohammed Programme for Government Services and the 360 Services Policy. The first phase of the 360 Services Policy led to a dramatic 98 percent reduction in service waiting times, while public confidence in government service improvements rose to 91 percent. The mystery shopper study conducted as part of the assessment process gave Dubai’s government services a 96 percent satisfaction rating, while customer happiness was rated at 94 percent. Employee happiness also received a strong 87 percent rating, highlighting the government’s balanced focus on both public satisfaction and workforce wellbeing.
Innovation and Capacity Building: The Cornerstones of Progress
In addition to its focus on measurable outcomes, the Government Best Practices Series 2025 showcased Dubai’s investments in capacity building and institutional excellence. In 2024, more than 10,000 government employees participated in smart training programmes designed to upgrade skills and enhance service delivery. These training efforts were complemented by knowledge-sharing seminars attended by over 3,000 participants, creating a culture of continuous learning and professional development across government sectors.
One of the series’ key highlights was the recognition ceremony for graduates of the second cohort of the Government Innovation Consultant Program. This initiative is designed to foster proactive thinking and cultivate a culture of innovation within government entities. Participants in the program are exposed to international best practices and equipped with practical tools to design and implement creative solutions that address complex governance challenges.
Dubai’s People-Centric Governance Model
Throughout the Government Best Practices Series 2025, Dubai’s unique governance philosophy was on full display. Dr. Al Nuaimi noted that the strategies and initiatives presented during the event are grounded in evidence-based data and designed with a people-centric approach. Dubai’s developmental model places human wellbeing, dignity, and aspirations at the core of its policy and service frameworks.
By sharing success stories and lessons learned, Dubai not only drives local progress but also offers valuable insights to governments worldwide. The emirate’s commitment to innovation, collaboration, and agility positions it as a global leader in public service delivery. From streamlining government processes to introducing cutting-edge digital services, Dubai continues to raise the bar for what is possible in modern governance.
The Global Significance of Public Service Day

In the UAE, Public Service Day serves as a reminder of the values that underpin the nation’s success—dedication, integrity, innovation, and a commitment to the greater good. The tributes paid by Sheikh Mohammed reflect these values and inspire continued excellence among the nation’s public servants. The UAE’s leaders have consistently highlighted that service to the public is among the highest callings, one that brings both challenges and immense rewards.
Dubai’s Roadmap for Future-Ready Governance
The Government Best Practices Series 2025 served as a platform not only for celebrating past achievements but also for setting the stage for future advancements. Dubai’s approach combines traditional values with forward-looking strategies, ensuring that its governance frameworks remain robust, inclusive, and capable of addressing future challenges.
Empowering Government Employees as Agents of Change

Through initiatives such as the smart training programmes, the knowledge-sharing seminars, and the Government Innovation Consultant Program, Dubai is building a cadre of professionals who are equipped to lead transformation within their respective sectors.
These efforts help cultivate a culture where innovation, accountability, and service excellence are not just encouraged but expected. Employees at all levels are given opportunities to contribute ideas, shape policies, and deliver services that make a tangible difference in people’s lives.
