  • PublishedAugust 30, 2025

The United Arab Emirates (UAE) has taken another big step to grow its knowledge economy. The Ministry of Economy and Tourism has signed a Memorandum of Understanding (MoU) with Dubai Science Park, part of Tecom Group. This deal will improve cooperation in intellectual property (IP) protection and patent registration.

The agreement shows the UAE’s vision to become a global leader in innovation, research, and IP rights protection. It will also help speed up patent approvals, safeguard creators, and attract more innovators to the country.

A Landmark Partnership for IP Protection

The MoU was signed by Dr. Abdulrahman Al Muaini, Assistant Undersecretary for Intellectual Property at the Ministry of Economy and Tourism, and Marwan Abdulaziz Janahi, Senior Vice President of Dubai Science Park, Dubai Knowledge Park, and Dubai International Academic City.

This partnership will give legal and technical support to companies and entrepreneurs in Dubai Science Park. They will receive tools to protect inventions, register patents, and secure intellectual property rights.

Dubai Science Park already hosts over 500 companies and more than 6,500 professionals in life sciences, energy, and biotechnology. With this support, the UAE is creating a strong ecosystem that helps research-driven businesses thrive.

Strengthening the UAE’s Innovation Ecosystem

According to Dr. Al Muaini, the agreement highlights the UAE’s commitment to building a strong innovation framework. By supporting inventors and businesses, the Ministry is reinforcing its role in protecting ideas and driving economic growth.

The main goals include:

  • Offering legal and technical help to innovators.
  • Speeding up patent applications and commercialization.
  • Increasing the economic value of national innovations.
  • Building a clear legislative system for IP protection.
  • This shows the government’s strategy to make the UAE a leader in patent protection and intellectual property rights.

Fostering Innovation Through IP Rights

Marwan Abdulaziz Janahi stressed the importance of IP protection in promoting creativity and innovation.

“Protecting intellectual property is key to fostering innovation. The UAE’s commitment to human ingenuity is attracting global talent,” he said.

The partnership will:

  • Support new research and development projects.
  • Help innovators bring ideas to the market faster.
  • Create a supportive community for entrepreneurs and researchers.
  • Strengthen the UAE’s competitiveness in global markets.

By boosting patent registration, the UAE is creating a business environment that attracts both local and global innovators.

Growing Patent Registrations in the UAE

The results of the UAE’s efforts are already clear. Between January and July 2025:

1,221 patents were registered, compared to 466 in the same period of 2024.

2,430 new patent applications were filed, compared to 1,996 in 2024.

This sharp rise shows growing awareness among businesses and inventors about the value of intellectual property rights. It also reflects the government’s policies to encourage innovation.

The Role of Dubai Science Park

Dubai Science Park is central to this growth. It is home to global leaders such as AstraZeneca, BeiGene, and Pfizer. The park offers state-of-the-art laboratories, LEEDcertified offices, and advanced storage and logistics facilities.

As a hub for research and development, it provides the perfect environment for innovationdriven companies. With the new MoU, businesses here will now have stronger IP protection and faster patent support, giving them a global advantage.

Expanding International Cooperation

The UAE is also building strong international ties in intellectual property. Recently, the Ministry signed MoUs with:

  • The Spanish Patent and Trademark Office.
  • The Moroccan Industrial and Commercial Property Office.

These agreements were signed during the World Intellectual Property Organisation (WIPO) Assembly in Geneva. They focus on:

  • Digital transformation in patent processes.
  • Developing talent for IP professions.
  • Stronger cooperation in industrial property.
  • Using artificial intelligence in patent search and classification.
  • Through these deals, the UAE aligns its IP ecosystem with global best practices.

Driving the UAE’s Knowledge Economy

The ultimate goal is to protect inventors while supporting a knowledge-based economy. The UAE’s strategy is to:

  • Turn ideas into valuable economic assets.
  • Strengthen IP laws to protect creativity.
  • Position the UAE as a regional hub for innovation.
  • Help entrepreneurs and businesses scale globally.

This approach ensures the UAE continues to lead in innovation and research.

Why Intellectual Property Protection Matters

Intellectual property is not just legal it is the backbone of innovation economies. Protecting IP ensures that:

  • Innovators keep ownership of their creations.
  • Businesses feel secure investing in research.
  • Ideas can be commercialized for growth.
  • Investors trust the UAE’s legal system.

Without strong protections, inventors risk losing their work. The UAE’s efforts create trust, security, and long-term value for innovators.

UAE as a Magnet for Global Talent

With strong IP laws, modern infrastructure, and supportive business policies, the UAE is attracting top global talent. Startups, researchers, and scientists see the UAE as a safe base to launch innovative projects.

The National Innovation Strategy places intellectual property at the center of economic diversification and competitiveness. By working with local and global partners, the UAE is becoming a global hub for creativity and innovation.

A Bold Future Ahead

The UAE’s new partnership with Dubai Science Park is a milestone in patent registration and IP protection. With this step, the UAE is:

  • Offering stronger legal and technical support.
  • Expanding global cooperation in patent registration.
  • Attracting world-class talent and investment.
  • Turning innovation into economic success.

As patent registrations increase and global ties strengthen, the UAE is proving its commitment to becoming a worldwide leader in intellectual property and innovation.
